Building License Approval Procedure & Document Required
The procedure for application and approval of the file for PP and BL:
Process Owner Process Description TimeLine

1.Applicant

• Applicant open the www.etownpanchayat.com

• Then navigates to the Building License tab and Select New Application

• Fills the required details in the online application form

• Attaches the necessary documents .

2.Building Inspector/ Bill Collector

• Receives the application and scrutinizes the documents and application

• In case of any queries, enters the queries in the online portal within 7 days of receiving the application.

• Applicant will reply to the queries.

• If the BI/BC is satisfied with the response then he will schedule for the site inspection. Applicant receives a sms, email intimation about the inspection.

• Post inspection, if any irregularity is found in the site, the BI/BC has three options Reject, Return and raise query

Scenario – I: Reject, Return

• The BI/BC will prepare the inspection report and forwards the file along with the inspection report to Town Planning Officer along with recommendation for rejection/ return.

• TPO will scrutinize the file, inspection report along with recommendation and forwards the file to Executive Officer.

• Executive Officer will scrutinize the file, inspection report along with recommendation and take the decision for rejection or return

• Manual process: Then the file will be forwarded to the Junior Assistant (Town Planning). The intimation letter is printed and sent to applicant.

• Online process: The applicant can immediately see the rejection/ return letter post decision by the Executive Officer.

Scenario – II: Forward the application:

• Once the inspection is completed and all the details and documents are in order then the TPI will calculate the fees (manually) and send the file to Town Planning Officer.

3.Town Planning Officer (TPO)

• Scrutinize the file and the fees calculated

• In case of any irregularities or anomalies found, TPO will go for inspection again and add the remarks in the inspection report given by the BI/BC.

• Forward the file to Executive Officer for approval.

4.Executive Offficer

• Scrutinizes the file and the inspection reports, remarks given by BI/BC, TPO and take the decision for approval of the application.

• Once the approval is given by the Executive officer the system will automatically generate the “Demand” and a sms and email is sent to the applicant asking him to make the payment.

• In case of Manual process: Junior assistant the demand notice and forwards it to the applicant.

Note: If required the Executive may also do inspection (ex: MSB, special buildings). At this stage also the Executive Officer can ask the BI/BC, TPO to reject the application.

5.Applicant

• Makes the payment in the “Online Payment” tab in the portal

6.Junior Assistant (Town Planning)

• Gets an intimation about the payment done by the applicant

• Verifies the payment done by the applicant

• Forwards the application to Executive Officer for generating the final approval certificate .

2 Days

7.Executive Offficer

• Provides the final approval and the system generates the final certificate document. Simultaneously applicant is informed of the approval through SMS and email. Applicant can download the certificate online.

• The certificate is forwarded to the Junior Assistant for print out.

Note: The scanned signature of the Executive is super imposed automatically by the system on the certificate.

8.Junior Assistant (Town Planning)

• Takes the print out and files it for record.

Delegation of powers for Building Plan Permission to Local Bodies (also called as Channel A):

1.Primary residential:

Stilt+ 2 Floors; Maximum built up floor area: 300 square meters. Up to 9 meters height. (Minimum land required: 80- sq. meter)

2. Mixed residential  (Has provision for some shops etc. to be present along with Residential buildings):

a. Minimum land required for applying for permission: 80 sq. meter

b. Stilt+ 2 Floors;

c. Maximum height of building 9 meters height

d. Maximum allowable height of the building: up to 9 meters height.

3.Industries:

a.Cottage Industries:

i.Maximum height of building- 15.25 meters;

ii.Minimum land area required for applying for permission: 220 sq. meters;

iii.Maximum built up floor area allowed: 300 square meters;

b.Green, Orange category Industries:

i. Maximum height of building- 15.25 meters;

ii. Minimum land area required for applying for permission : 330 sq. Meters;

iii. Maximum built up floor area allowed: 300 square meters;

iv. Stilt + 2 floors;

c. Heavy Industries:

i. Minimum land required for applying for permission-2000 square meters (Out of this only 300 square meters are building buildable area. That is the building can be built only in an area of 300 square meters out of 2000 Square meters. Even if the land is more in size the same rule applies);

ii. Maximum height of building- 15.25 meters;

iii. Maximum built up floor area allowed: 300 square meters;

iii. Stilt+ 2 floors.

4. Commercial Buildings (This type of buildings can come up only is zones with land use as commercial as per Master Plan):

a. Example: Shops, markets, shopping centers, fuel filling station, workshops with installation (not exceeding 50 HP), ware house etc.

b. Maximum height of building: 9 meters,

c. Stilt + 2 floors,

d. Maximum built up floor area allowed: 300 square meters;

Note: Commercial and Residential buildings are allowed to be built in commercial zone.

5. Institutional:

a. Schools (only primary schools)

b. Maximum height of building- 15.25 meters;

c. Minimum land required for applying for permission: 1000 square meters, out of the 1000 square meters only 300 square meters is the area in which the building is allowed.

6. Religious structure:

a. Maximum built up floor area: 300 sq. meter,

b. Maximum height of building- 15.25 meters;

c. G+1 only (stilt + 2 floor is not allowed).

d. Minimum Land required for applying for permission: 90 square Meters

Checklist of documents required:

1. Sale deed document.

2. Parent documents since 1975.

3. EC up to date.

4. TSRL copy along with Chitta, Adangal.

5. Structural Stability certificate.

6. Property Tax or vacant land tax receipt.

7. Previous approved copy, if available (in case of expansion/ additional construction.)

8. If required NOC from railway, ASI, Housing board and Airport Authority, Pollution control Board, Fire Dept.

9. Topo maps (if required in case of plot sub division or layout).

10. Affidavit (to be decided on combined affidavit for both depts).

11. Sewage treatment plant details should be included.

12. If the site lies in the area falling within the purview of HACA, then the following shall also be submitted:

a. NOC from the Principal Chief Conservator of Forests.

b. NOC from the Chief Engineer (Agricultural Engineering)

c. NOC from Assistant Director/ Deputy Director of Geology and Mining department of respective district level,

d. Contour plan of the site.

13. Project Report Detailing the raw materials used, process of manufacturing (in case of industries)

14. Reconstitution deed, if two plots are being reconstituted into a single plot.

15. Demolition deed, if an existing structure has to be demolished.

16. Modified Water channel related NOC.

17. Estimation copy for Labour work.
